L-Tyrosine + O2 + BH4 -> L-DOPA + BH2 + H2O

Converts Tyrosine O2 BH4 into L-DOPA BH2 H2O

Rate-limiting step of catecholamine synthesis; feedback-inhibited by the end-product catecholamines.
